Ah, damn, that throws my whole perception of the strip around. I thought she was toying with this soon to be very very dead bastard by playing some more mind tricks.

Seems to be a bit more straight forward now.

I thought it meant she was whispering - maybe to her weapons (living weapons of some sort, maybe?)
Though it really doesn't matter. She said "I'm sorry" in a manner that no one else could understand, but we, as the semi-omniscient readers, could.

I think it was Elvish. It's actually quite the only one that makes sense. And if Derren is an elf, or a half-elf, he might've recognized the language, meaning even more dirty mind tricks by Sarine.

How does elvish make sense and whispering not make sense? Derren's reaction was a simple "huh?" which could mean he was confused by what she said, or that he didn't understand it at all but heard it clearly, or that he could tell she said something but couldn't make out the words.

Personally, I think she was apologizing to her daughter (in Elvish) for what she was about to do. Why exactly she'd feel she NEEDED to apologize, though, is a totally different question. Simple though it may sound, I'd go for her feeling sorry that she killed another of her daughter's race, or, failing that, that Derren is/used to be her daughter's lover. I do like the intelligent weapons idea, though, even if it seems perhaps a bit outside of the mood of the strip so far.

Just two little theories which have about as many chances in a million of happening as my post count. But still.

i think she's apologizing to whatever memory or spirit she may be offending in attacking him, so i think it makes sense that it'd be an elfish lnguage, but maybe even an ancient human language from 2k years earlier.

at first i almost thought that he was a direct descendant of sarine's, but it's pretty clear that she came there to kill him.

Could also be psionic. The "< >" is used to denote a break in normal text, often for a different language, but has also been used for psionic contact.

Perhaps it's just a "Elves don't kill Elves" sort thing, a la Elfquest.

You just don't do it, except in extreme necessity.
