First off, pure visual observation does not provide all we need to know in order to judge an ass. Yes, we may know it is a fine ass, but how do we further determine the characteristics of the ass through only an entirely too long glance?
I propose the following methodology:
First, a standardized series of tests to measure the fineness of ass. These tests will consist of the following:

1. Softness of ass (hands on test)
2. Perkiness of ass (hands on test)
3. Shape of ass (is it pear shaped, etc)
4. Ass in motion (does it jiggle, and how does it jiggle)
5. Overall visual quality of ass

Furthermore, I suggest performing the above battery of tests under the following conditions:

1. Standard clothing (a baseline test)
2. Tight pants and/or shorts, depending on weather
3. Swimsuit
4. Lingerie (color checks should be performed prior to testing)
5. Nekkid (may be performed using various marital aids)

Additional tests using Hot Lesbian Sex may produce interesting results, however the presence of other fine asses may corrupt individual ratings. However this should not interfere with ratings as a group.
