Well it depends, if one of those nice hooded face-not-visible-to-readers guys right next to the priest is a monk then it may be part of their plan. They can probably deflect the bullet or push the priest away between the gun going off and the bullet hitting. That gives the monks a perfect chance to get Jon as he is concentrated on, well, shooting and possibly prevents another “crap there were two assassins?” screw-ups.
But that's the thing. The gun is silenced, so they won't get a 'bang!' to warn them to activate the time-slowing thing. Unless the rifle has a very bright muzzle flare, in which case I'd expect Jon to put some cloth or something around the muzzle to cover it, they've gotten as much warning of Jon's location as they're going to get.
That they haven't acted means Jon could have killed the guy. Which would make the Ensigerum's position with the veracian church even worse. Anita made a show of how bad-ass they are, made the priests put one of themselves up as bait for a trap, and then the wraith's killed the guy. It doesn't matter if they manage to stop him after the priest is dead. They should stop him before the killing.
A funny thought that just occured to me is 'what if the monks are expecting Jon to shoot from outside the building?'. They might think the wraiths are going to use the same strategy as before (shooter on a rooftop) and be waiting there while Jon kills the mark and tries to get away. Hell, they might not even know about magically silenced rifles.
