Jerusalem Mayor Ehud Olmert on Wednesday charged the deputy director of the British Council in Jerusalem with using "cultural terror" by convincing two prominent violinists to cancel their participation in a major concert in the capital later this month.

The musicians, Nigel Kennedy and Maxim Vengerov, had agreed to take part in a September 19 gala concert near the southern wall of Jerusalem's Temple Mount, but canceled their attendance after the British Council official, David Codling, urged them not to attend for political reasons, Olmert said.

The concert's proceeds are to go toward the establishment of an Arts and Cultural Center for physically and mentally handicapped youth in Jerusalem.

The concert is sponsored by the New Jerusalem Foundation, which Olmert heads, and the Union of French Jewish Industrialists.

Olmert told reporters Wednesday that Codling "broke all rules of diplomatic etiquette" by telling the musicians' agents, that "their lives would be endangered" if they attended such a "political" concert, which would "incur the wrath of millions of Muslims."

"What we see here is a violation of all diplomatically accepted norms, and an attempt to use cultural terror against us, which is part of the larger efforts to create a cultural and academic ban on the State of Israel," Olmert said.
The mayor said he had lodged a protest with the Foreign Ministry against Codling's blatant interference and meddling, and was considering suing him.

A spokesman for the British Council in Tel Aviv, Keith Lawrence, said he "absolutely refuted" any allegation that the British Council in Jerusalem had recommended the violinists cancel their participation.

He said that when Kennedy's agent called the council's Jerusalem office, Codling referred him to a British government Web site containing a security travel advisory.

Olmert said that Lawrence's response was "not the truth," and that his own information was based on conversations he had held with the artists' agents.

An attempt by the British ambassador to intercede with the artists' agents fell on deaf ears after Codling's warnings, which included an assertion that Vengerov would lose his position as UNICEF "Honorary Envoy for Music" if he performed in the Jerusalem concert, Olmert said.

Still, "Strings Above Jerusalem" will go ahead as scheduled, Olmert said.

French singer Daniel Levi, Israeli countertenor David Da'or, and the Jerusalem Symphony Orchestra will perform at the concert.
