They already exist. DUI= Driving Under the Influence. "Under the influence" is not limited to alcohol, at least not where I live.

Cabbage? I've never heard it used like that. Merriam-Webster lists "cabbage" as a slang term for money. Is this how ysu meant it or does it mean something else?

hmm this debate is a bit off topic... Canada's senate (the corrupt, overpaid, useless body that they are) tabled a report a few months ago on the subject of MJ. It favoured decriminilisation... AND suggested legalization... I think a few people are missing the difference, in the Canadian sense at least, Decriminilisation makes pot possesion a civil offence, not a criminal offence. Growing anything more than a few small plants, or selling it, are still criminal offences that you go to jail for. Changing the overall dynamic very little in thereoy... the idea being:
Get stoners out of jail, instead of the public paying for them to be locked up for recreational activities, have the stoners pay fifty or a hundred bucks everytime they get 'caught'...

This is in my opinion a great idea, it satisfies a bunch of problems people have...

Legalisation is equivilant to making it like tabaco, where its heavily regulated by the government, and yes, the government will then tax it to hell, just like (canadian) gas and ciggerets... (and someone menchaned that they didn't think the government taxed them for cigs... unless your paying like 10 bucks for a carton, the government has sin taxes already added on.)

So yeah, not that its a big deal, but lets keep it straight, decriminilisation will not mean you can go down to the corner store and buy a joint... but it will mean you can find bongs at wallmart.

Not that it matters, as the canadian senate does nothing... The canadian senate only has the power to veto passed bills, not prepose new ones... and in the past 20 years, they have only vetoed one bill, and that was a bill that would of cost a senitors company 40$ million dollars...
