The difference is miniscule in a democracy, which we claim to be. "How many angels on the head of a pin?" and all that. Seriously, though, in a democracy you can determine to some extent the character of its citizenry by the way its government works. For example: Remember that stunt Bush pulled a week or two ago? Going out on a carrier in a little jet wearing flight gear? Just imagine how PM Tony Blair would get skewered in Britain if he tried something like that, ughh, the poor sap. But in America the populace lapped it up, and the media didn't criticize the move (for the most part). Different countries (ethnicities, nationalities, levels of society, etc.) react differently to different things.
