The main strugle here is weither or not the licences will be recognized outside of the state.

Should they? Should they be made to? Will they be made to?

And mostly, Why (or not)?

Honestly, who really cares atm. From most of them, the fact that anystate recognizes them is big win. I figure, the rest of the states will fall in line within a few years, all they need a patience......
