I agree with you in principle but believe that to be an utterly hopeless case. I want to start w/ judges because they are theoretically required to be quite educated.
Getting better tech training in grade school would go a long way if and when the vast monolith of entrenched educational mistakes can be moved - all sorts of positive effects incl. possible economic boost, less average vulnerability to simple malware, perhaps greater demand for products that don't suck, possible added support (including coding!) for F/OSS projects, and the ripple effect that law enforcement etc will *by default* be less boneheaded about these things.
