Alliances
Alliances can be made. They can also be kept secret, for up to 1 week after it is made. At this point, someone in the alliance has to announce it, and then list off the members of this alliance.
World Map
The World map will be modeled off of the world of middle earth. Each country is taken on a first-come-first-serve basis.
Communications
Communications will be handled on the RP board for general announcements (stuff your country can’t hide, like mobilizing its forces, or wants to publisize, like a speech.) Use the nation-states telegram system for private communications.
Wars
War must be declared in the open. After you declare war, the two nations’ leaders must discuss in private the way they will decide who wins. Both nations must agree upon this and announce the method on the message boards. 5 rounds must be played. There are two ways to handle it from there-
If you pick a game in which both sides are always even in strength (ie, chess) then for every 10 ranks in army strength above the opposing army, you need to win one less than the majority and your adversary one more. IE, if you are 10 ranks in military strength above your opponent, you only need to win 2 games, and your opponent 4, to win the war. 20 ranks or more means you only need 1 round. 30 ranks or more means an automatic win.
If you pick a game that can be adjusted beforehand (starcraft, for example) then the combatants must agree on how the game will set up, battlefield-wise and resource-wise. The winner of 3 out of 5 matches wins the war.
Countries who joined after the first list of 'most military spending per capita' was listed are asked not to st art one until such a time as that list comes back.
Winners and Losers
The winner of a war will get to have peace talks with the losing one- losses in terms of this should be roleplayed correctly. Changes to the world map are permissible (ie, the winner takes some land) but other kinds of change- large exchange rates between the two countries, payoffs, trade agreements, whatever- are expected to be roleplayed out accordingly.
In addition to this, just to make sure losing a war isn’t too easy on anyone, the opposing country gets to make decisions for your own for 3 days, or 6 issues.

Image quality was sacrificed so that it wasn't a large file. Thanks goes to mad for hosting it and Icy for his large heapings of help on this project. Because of this, they got first pick at the areas they wanted (as they both needed to see the map first.) Mad takes area 33, and Icy area 6.
