Stephan Ignonivich, leader of the human district
Cunning, cruel, and uninterested in any 'common good' except for the common good of his own district, Stephan is an immensely popular leader. A shrewed bargainer, he has gotten his people an easy life so far, and his people are ready to take up arms to get back their easy life. He blames the lizardmen for the lack of crops, having always distrusted them. He has small groups of ambassadors and "bodygaurds" in the neutral district right now.
Mro'Ra'Liv'Ny'Gul, leader of the lizardman district
Sadistic and intelligent, Mro'Ra'Liv'Ny'Gul, elder and leader of the lizardman district, has kept his position through a combination of drive, intelligence, and martial prowess. As he sees his people start to slowly starve, he became immensely angry and blamed his longtime enemies, the craftsmen, and once Stephan blamed the lizardmen he assumed he humans were in an alliance with them. He does not particularly care, as he is confident his people can take all the resources of the neutral district without too much trouble, even from an alliance.
Slivee Ironworker, leader of the craftsman district
The craftsmen were the first to feel the brunt of the lack of food, as they are a somewhat delicate people. They are marshalling their forces in order to drive out what they say is a fish-man/lizardman alliance made to kill off the craftsmen. This explaination is generally accepted, as unaesthetic things are generally associated with evil in craftsmen society, and there are many stereotypes about both lizardmen and fish-people that are rarely if ever tested by the vast majority of craftsmen in that district.
Xilthis, leader of the fishman district
In a large cavern which is one big underground lake, Xilthis rules the fish-people. The food shortage has hurt even his people, who cannot be self-sufficient with the small area of land in the underground lake, though they are not exactly starving.
Right now Xilthis is monitering the situation- he knows very well that if certain groups win they can starve his people, and he does not trust any of the other leaders to not attempt to kill his people off. He is therefore preparing to intervene in this situation, mostly by hiring mercenaries. He is considering an alliance with the leader of the neutral district, but he finds that leader even more distasteful than the other three, and this is staying his hand thus far.
Stephen Alzis, leader of the neutral district
Stephan Alzis should not, by rights, be the leader of the neutral district. But he is. Before we get to that, lets explain some things:
Nobody knows when Alzis first turned up. As long as someone can remember him back, someone else remembers him farther, and most people have enough survival instinct not to probe too far. He is never seen coming or going- he is simply there. He always appears alone. He carries no weapon and always dresses perfectly, always in style for who he is going to meet
He collects odd things, and he can always get what you're looking for- for a price. This is never paid in currency but in favors called in, items aquired in return, etc. He is constantly brokering a constant web of deals, and is persuing ends that few ever recognize
Sixteen seperate trades, goals, and various projects/plots with no obvious connection will nevertheless result in a specific outcome that could not have happened without all of those things happening. He is not wealthy in terms of commerce but he considered himself wealthy, as he measures his wealth in favors, relics, documents, whispers, and secrets that he has accumulated over the years.
It is claimed by some, however, that he has died fifteen times in the last 75 years, most recently in a cave-in supposedly engineered by a political rival (found dead the same day, by suicide apparently.) Supposedly, when asked about this (it is unknown if anyone with the balls to ask lived) in response to the question if he died in the rockslide, he responded "Yes, I was killed in that cave in. Quite enlightening, I must say."
He was appointed as successor when his predecessor stepped down without warning. Since then, the crop yeild has been producing by 2-5% every year, making everybody very happy. Including him- he has gotten a lot of favors from people, and supposedly a lot of money. In response to all of this, he has launched a peacekeeping campaign and an investigation into the reason for this. He is very displeased- many people he wanted favors from have been alienated by this.
