Download Byakhee 3.01 and (if you need to) MFC Runtimes 4.2, then scroll down a little and download the Delta Green rules pack, and the Back of the Delta Green sheet (all available on that page)

Unzip them all into the same folder (or if they're not zipped, throw them all in the same folder)
Run Byakhee, a menu should come up. Click on the tab that says "Investigator wizards" and double click on "Delta Green."
A translations of the ability scores are:
STR: Strength
SIZ: Size (Raises HP)
CON: Constitution (Also raises HP)
INT: Intelligence (Gives you hobby points, raises your idea roll, the roll to figure out something relevant that isn't apparent)
DEX: Dexterity. Agility, etc.
EDU: Education. Determines your Knowledge roll (remember some obscure thing, etc) and how many points you have for occupation-based skills.
APP: Appearance (how good you look, you sexy thang)
POW: Willpower. Determines your MP, luck roll, and your starting sanity points.
For all scores- the higher, the better.
I reccomend as occupation FBI Special agent or any occupation that starts with "CIA", though any (again, as long as you can justify being on a murder case in NYC) are allowed.
Authorized Guns for FBI Agents: Glock 22, 23, 27 (as concealed backup only) or any model of SUG-Sauer pistols. (Sorry people, I DID check: The FBI does NOT allowed feild agents to carry desert eagles, though you may own one privately and will be able to use it later.)
CIA Agents' gun is not public, so I'm just gonna say SIG-Sauer, any model.
Make up your own backround- you can own basically anything someone that makes 35,000 a year could own (IE, a fairly good house/apartment, some private weapon(s) if you want, hell, you can even have a wife or girlfriend)
Cellphones are a must.
That about covers everything. Oh, one last thing:
Skills are from 1-100. Depending on what occupation you choose, you will have a limited choice on what to spend a large amount of your skill points on. After your done with that, you go to the hobby menu, in which you can distribute a smaller amount of points on WHATEVER skill you want.
